KURSK EDUCATION SYSTEM
Kursk education system is presented by more than 900 educational institutions, including 264 preschool, 549 secondary and 62 supplementary educational establishments, one organization of additional professional education, 28 vocational educational institutions, 18 educational institutions of higher education, 3 other educational organizations providing training.
On 01.01.2016, more than 42 thousand children of preschool age were provided with the services of pre-school education.
In the 2015-2016 academic year, 549 educational organizations have been operating in the Kursk region (including 539 full time educational organizations, 9 evening schools, one private school) and 66 branches. The number of students amounted to 108,969 people, including 107,630 students of full time educational organizations, 1118 students of evening schools and 221 students of private school. In the region, there are 15 educational institutions for students with disabilities.
73.5% of secondary schools in the region are located in the countryside, a contingent of students is about 28.5 thousand.
In order to ensure financial and economic conditions for the development of the education in the Kursk region, the share of expenses on education in the consolidated budget of the Kursk region is constantly increasing: from 22.1% in 2009 to 27.66% in 2015 (161,159,867.7 million Rub.).
The human resource capacity of the education system of the Kursk region is improving.
In the educational institutions of the Kursk region there are more than 25 thousand of educators, including 11,323 teachers, out of which 5937 - in rural areas.
The system of vocational education in the Kursk region includes 28 organizations and 21 branches, which educate more than 20.5 thousand students.
37 major educational programs of training of skilled workers, office employees and 81 training programs for mid-level specialists for various sectors of the economy are implemented in technical schools and colleges. In accordance with the needs of the Kursk region's economy, in the professional educational institutions from 2012 to 2015 was opened training on 9 new professions and specialties ( master of dry construction; .housing master; .master of the maintenance and repair of machines and tractors; electrician of the fire alarm systems; .adjuster of the hardware, software; storage and processing of grain technology; electrification and automation of agriculture; insurance; preventive dentistry).
For the purpose of training and retraining of specialists and skilled workers in demand in the regional labor market, since 2011, 7 resource centers have been created and started working, including mechanical engineering, technic and information, construction, agriculture, service and business spheres. Since 2014, multifunctional centers of applied qualifications have been established and resourced, on the base of Regional Budget Vocational Educational Institution (RBVEI) "Kursk State Technical College", RBVEI "Zheleznogorsk Technical College", RBVEI "Kursk mounting College" for the implementation of applied development programs of JSC "Concern Rosenergoatom" "Kursk Nuclear Power station", JSC "Mikhailovsky GOK" and other organizations. Currently, the three centers implemented 71 educational training program for integrated groups of specialties.
The centers offer career guidance services to educational organizations, improve their skills and train different categories of citizens: students, teaching staff, the working-age population in the region.
During 2015, three centers have been training more than 1,200 people; the number of persons to whom the services have been rendered in the field of vocational guidance and support of vocational training, amounted to more than 1.5 thousand people. Revenue from rendering of paid educational services by the centers amounted to about 10 million rubles.
In subsequent years, multifunctional centers of applied qualifications will be organized on the basis of resource centers of engineering, construction, agricultural, service and entrepreneurial trends (additional 5 centers).
Dynamically developing higher education system of the Kursk region, which is currently represented by 18 educational institutions and branches, is able to satisfy the needs of the region in highly qualified personnel for various industries. Each year, the admission quotas in higher education programs are established in accordance with the needs of the regional labor market. During the period of 2014 – 2016, a clear trend of increasing of budget places in universities of the Kursk region (2014 - 3016, 2015 - 3343, 2016 – 3604) has been scheduled.
The development of targeted university admissions practices contributes to the guaranteed .employment of graduates and ensures balance on the regional market. Since 2007, there has been a steady increase in the percentage of students under special admission of the total number of students, studying at the expense of budget funds (2007 - 8%, in 2015 – 16.84%).
Higher Education Achievements of the Kursk region are recognized at the federal level.
Since 2012, young scientists in the region have become the owners of the Russian President's grant (2012 - 4 persons, in 2013 - 7, 2014 - 5, 2015 - 5). The size of grants for PhD is 600 thousand rubles for the Doctor of Science - 1 mln. Rubles.
Since 2012, more than 30 undergraduate and graduate students enrolled in the priority areas of training (specialties), have become recipients of the scholarship of the President of the Russian Federation and the Russian Federation Government. The size of the Russian President's scholarship for students is 7 thousand rubles, for graduate students - 14 thousand rubles; the size of the Russian Federation Government scholarships for students is 5 thousand rubles for graduate students - 10 thousand rubles.
Since 2000, in the Kursk region are annually granted and paid scholarships of Kursk Region Governor for undergraduate and graduate students who have reached the most significant results in training and research activities (from 2000 to 2005-3 scholarships, from 2006 to 2013 - 9, 2014 - 10).
The infrastructure of educational institutions of higher education is improving, its material base is being significantly updated.
New housing of HPE "Kursk State University" opened on April 19, 2013.
5 departments are in the building. In addition to spacious classrooms, the new building is equipped with a library, and an electronic reading room, dining room and a snack bar on each floor, there are also 3 gyms.
In 2014, the sports and recreation complex was opened on the basis of HPE "Southwestern State University" .
These measures have laid the basis for updating the professional education system in the region in accordance with the new economic realities and prospects.
